NORTH KINGSTOWN, R.I. (AP) — The Rhode Island Affiliate of the American Civil Liberties Union has launched a legal challenge to the enforcement of a North Kingstown ordinance prohibiting families from owning a vicious dog and living near a school or daycare facility. Mark Morse, a lawyer for the ACLU, says the town ordinance conflicts with state law that has established procedures and penalties.
