A Penobscot County commissioner who last year agreed the county needed a new jail to replace its chronically overcrowded and aging facility now says he’s in favor of a remodel or expansion of the existing jail, not building a whole new facility. “My feeling is that we need to be more prudent,” Peter Baldacci, chairman of the Penobscot County Commission, said Tuesday.
