NEW YORK (AP) — A federal appeals court in New York has reinstated a lawsuit by truckers claiming the New York State Thruway Authority charges excessive tolls. The 2nd U.S. Circuit Court of Appeals in Manhattan ruled Tuesday. Three commercial trucking companies and their national trade association claimed the Thruway Authority violates the U.S.
