Wiggins and Doyle were at the Galveston County Courthouse on Thursday when an assistant Galveston County district attorney came out of the grand jury room and gave them the news. Doyle said the grand jury had been considering theft charges regarding a house in Kemah damaged by Hurricane Ike that Wiggins purchased while mayor, using a straw buyer, for a quarter-million dollars.
