The agency that runs the Franklin County landfill does not want to be in the golf business. But that’s where leaders of the Solid Waste Authority of Central Ohio found themselves early this year after a lawsuit settlement left them as owners of the Phoenix Golf Links course in Jackson Township south of Columbus.
