People driving into downtown Boulder probably aren’t expecting to encounter artistic displays while parking in public garages. That’s exactly why the city may soon invest significantly in a program to promote such encounters. “There’s that sense of a little bit of unpredictability and wonder. It’s not the first place you’d expect to find the arts,” Molly Winter, the city’s director of Community Vitality, said of a staff proposal to spend between $225,000 and $350,000 annually on a project that’s been named Art in Parking Garages. City staff embarked on a $50,000 exploration for the project earlier this year, and have now returned with a recommendation to the City Council that calls for spending potentially through 2021. All of that money comes out of the Central Area General Improvement District Fund and is specifically earmarked to be spent in garages, Winter said. The program would focus on five different garages in the downtown core, where there are about 3,000 total public parking spaces, according to the city. The garages are located at 10th and Walnut streets, 11th and Walnut streets, 11th and Spruce streets, 14th and Walnut streets and 15th and Pearl streets. At the moment, the staff’s recommendation is pending feedback from City Council, then budget adjustments that would have to follow. But Winter said opportunities have already been identified, starting with potential art projects that would accompany stairwell replacements at two of the garages next year.
