Bill Stepien, the Republican governor’s former campaign manager and deputy chief of staff, has been paid $6,000 a month since April by GOPAC, a Washington-based non-profit group that helps elect Republicans around the country, the group’s IRS records show. George Gilmore, the Republican chairman in Ocean County, sits on the group’s board of directors.
