HAGERHILL, Ky. — Chad Trador was, like many people here, a onetime coal miner struggling to find work. He, his three children and his wife had stayed afloat in a tough economy for years, but after he was laid off from his job managing a convenience store, the unemployment epidemic in this region appeared to have finally reached him, too.“The best opportunities I had were another convenience store, maybe as a clerk, making minimum wage,” said Trador, reflecting on last year.
