California Controller Appeals Ruling On Lawmakers' Pay

John Chiang last year docked wages of lawmakers who he said didn't pass a balanced budget. A judge found that the Legislature had met its obligations for being paid.SACRAMENTO — State Controller John Chiang on Monday appealed a recent court decision that said he lacked authority to dock legislators' pay last year after he determined the budget they passed was not balanced.
