CHESTER >> Pennsylvania's first city was honored with a birthday celebration by City Council following its regular meeting Wednesday."Chester is the oldest and only city in Delaware County, and the oldest in Pennsylvania," said Councilwoman Elizabeth Williams before cutting a birthday cake in the entrance of city hall.
