Lawmakers, AG seek more oversight of casino grants (AP) — Indiana officials are calling for more oversight of a public grant program that was designed to use casino revenue to spur economic development after a newspaper investigation found few jobs to show for the millions of dollars awarded. The Indianapolis Star (http://indy.st/10FnhIx ) reported that a Lawrenceburg grant program using money from the Hollywood Casino awarded $10 million a year but required little accountability for startup companies that in many cases failed to deliver on their promises to create jobs. The city about 65 miles southeast of Indianapolis had one of the state's highest unemployment rates after a string of factory closings, and the arrival of Carbon Motors was widely celebrated. Much of the money was used for vehicle engineering and improvements to the former Visteon facility or sent to automaker BMW, which was to provide the police car's drivetrain. [] more than $400,000 went to pay salaries and travel expenses for company officials and to a Connersville councilman who voted on Carbon Motors projects while working as a contract employee for the company, invoices obtained by the Star show. Urban said state economic development officials — not the city — determined how the money would be spent and that the city just approved the invoices it received from the Indiana Economic Development Corp. Corps takes flood study to St. James (AP) — St. James Parish residents are getting a look at an Army Corps of Engineers plan to reduce storm-surge risk from area lakes. According to the Army Corps, the study is intended to analyze methods of reducing storm surge risk in St. John the Baptist, St. James and a portion of St. Charles Parish. Wilson said that if the Army Corps chooses one of the other two proposals, the levee district could choose to still implement Alternative D. However, the district and other local agencies would be required to pay for any portion of the project outside the scope of the Army Corps' chosen plan.
