The fourth time was the charm for Franklin Township, as its fire levy, which lost three times before, appeared to pass. With 83 percent of the vote in, 1,428 votes, or 60 percent, were for the levy and 934 votes, or 40 percent, were against it. NEWARK — Two familiar faces will lead law and order efforts in Licking County. With all precincts reporting Tuesday, Bill Hayes, who is wrapping up a third term as a state representative, beat out Democratic challenger Chis Shook in the race for Licking County prosecuting attorney, 64 to 36 percent. Newark residents threw their support behind what some called an unconventional proposal to eliminate penalties for possessing small amounts of marijuana. The measure was approved by 53 percent of voters Tuesday.
