The Jacksonville Sheriff’s Office is investigating vandalism at the site of an apartment construction project at 220 Riverside Ave. where a water main was opened early Monday flooding a large portion of the complex. A security officer at the building said he saw four males get off their bicycles and enter the property, so he yelled at them, according to the incident report.
