Ripping out clumps of victim's hair isn't necessarily 'assault,' Oregon Court of Appeals says

The appeals court throws out the fourth-degree assault conviction of 49-year-old Derrick James Lewis of Southeast Portland, who ripped out clumps of his wife's hair. The appeals court ruled that isn’t necessarily assault, which requires proof of “physical impairment” or “substantial pain.”
