A D.C. group plans to file a lawsuit Wednesday challenging the Federal Highway Administration’s decision to approve plans to reconstruct a 110-year-old rail tunnel in Southeast Washington. The Committee of 100 on the Federal City is trying to block CSX Transportation’s plan to rebuild the Virginia Avenue Tunnel, a critical piece of the region’s rail infrastructure.
