Magistrate Judge W. Bryant Swan Jr. dismissed child molestation charges this morning against a man arrested by Grovetown authorities in February. Grovetown police accused Chad Stefani of offering a woman money to “spend time” with her children. At an initial appearance hearing this morning in Columbia County, Swan ruled that there was no evidence to arrest Stefani and substantial doubt that an actual crime had been committed.
