AUGUSTA –– A Republican lawmaker unveiled a proposal Wednesday to fix the clerical error potentially worth $38 million in energy-efficiency funding and to create a new Cabinet-level energy commissioner position within state government. Rep. Kenneth Fredette, a Newport Republican who serves as the House minority leader, is floating the plan as an alternative to the quick-fix that Democrats say is needed to address what all sides acknowledge was a one-word typographical error in a massive 2013 energy bill. The 2013 bill authorized the Public Utilities Commission to raise money for energy-efficiency programs by adding a surcharge onto electricity rates.
