To three generations, the neighborhood near State Line Road and 45th Street was known as Spring Valley. Now the tech world and geeks crowding in call it Kansas City Startup Village, where they’re encouraged to dream up apps and online businesses. The natives, though, are restless. They have recently begun to work with the young arrivals to reach an understanding of what neighborhoods are supposed to be.
