Gov. Jay Inslee has taken initiatives this week to both clear the Evergreen State’s air and clean its water. Earlier this week, Inslee directed the state Department of Ecology (DOE) to work toward a cap on carbon emissions. On Friday, Washington’s “green” governor turned his attention to stronger water quality rules to protect the state’s fish and aquatic life.
