Opposing the cuts [...] a bipartisan group of legislators has said unequivocally that the cuts will hurt children with disabilities who require long-term assistance. For a fleeting moment, it looked like the commission wanted to avoid a legal fight over the matter and, perhaps, was scared off by stern letters from lawmakers, the very people who, by majority rules, approved the cuts. [...] the whole thing fell apart. [...] attention has turned to legislators themselves, which is most likely where the governor's office wants it - after all, those who authorized the budget and the various state agencies charged with implementing lawmakers' wishes are as responsible as anyone else.
