The results from the 2015 election were certified on Tuesday, three weeks after a record low-turnout election in a state known in the past for its democratic diligence. Lisa Herbold:  She leads Shannon Braddock by 39 votes with a recount looming. But the election is not yet over.  A hand recount looms in Seattle City Council District 1 (West Seattle-South Park), where longtime Seattle City Council aide Lisa Herbold leads King County Council staffer Shannon Braddock by 39 votes, or 12,459 to 12,420 in a race that began nine months ago and was close from start to finish.
