Gov. Jerry Brown on Wednesday night signed a series of sweeping tobacco control bills that will regulate the manufacture and sale of electronic cigarettes and make California the nation's second state to increase the legal smoking age from 18 to 21. But he vetoed a measure that would have allowed counties to enact local cigarette taxes, saying in a veto message that allowing new taxes on a 'blanket basis' goes too far.
