Oklahoma House votes to lessen job requirements of corrections director

By Randy Ellis Staff Writer rellis@oklahoman.comThe state House of Representatives reversed course Wednesday and voted to reduce professional requirements for becoming director of the Oklahoma Department of Corrections and executive director of the Office of Juvenile Affairs. If the governor signs the measure, it would clear the way for the Oklahoma Board of Corrections to potentially select interim Director Joe Allbaugh as its permanent director. The House voted 56-43 to pass Senate Bill 1602, just two days after it had rejected the same measure by a vote of 44-48. The bill would remove a requirement that the director have a master's degree and five years of professional level work experience in corrections, or a bachelor's degree and six years of professional level work experience in corrections. Allbaugh doesn't meet that qualification, although he does have executive experience as the former director of the Federal Emergency Management Agency under the George W.
