COLORADO SPRINGS — Nestled among manicured, million-dollar homes and near the buzzing expanse of The Broadmoor hotel sit 189 acres of historic park land that officials here want to trade away. But the proposed property swap between Colorado Springs and the resort has drawn complaints from some residents who wonder whether the city is putting one of its biggest businesses — as well as its biggest billionaire — ahead of the public’s interest.
