WILLIAMSBURG, Mass. — The health board in a small Massachusetts town says it can’t order a resident to remove the “decorative” chemical toilets flanking his driveway despite the objections of neighbors who say they’re a health hazard and an eyesore. The toilets at Chris Duval’s Williamsburg home are covered in orange paint that some say resembles graffiti.
