Many state agencies would cease to exist unless Ohio lawmakers specifically voted to keep them around under a bill that passed the Senate on Wednesday. An agency would dissolve if it could not show why it deserves to exist — a bar that may not be easy to jump depending on how lawmakers interpret 21 criteria set out in the bill.
