First Selectman Susan Chapman said the ordinance is meant to clarify and streamline the process of setting the fees, which previously needed to be done through a town meeting. The third ordinance, which did not pass, was aimed at preventing hazardous and icy road conditions by allowing the town to address issues of water that is discharged onto town roads.
