Ten years after arrest, man charged with sexual exploitation of children deemed competent for trial

Oregon Chief U.S. District Judge Michael W. Mosman said he found "powerful evidence of malingering" by defendant Andrew F. Kowalczyk. The defendant's professed belief that he suffers from a delusional disorder is inconsistent with the symptoms of the mental illness, Mosman said.
