Colorado eyes creating opportunity zones under new tax law to spur investment in distressed areas

Colorado’s economic development office is scrambling to craft a list of areas in the state eligible for new federal tax breaks with the potential to funnel billions of dollars into struggling areas. Congress established the Opportunity Zone program under the Tax Cut and Jobs Act late last month in an effort to assist low-income rural and urban areas left behind in the economy recovery. The program allows investors to defer paying capital gains taxes provided they invest that money in lower-income census tracts that states designate.
