Senate Democrats have traded one looming problem for another. Lawmakers averted a prolonged shutdown fight on Monday when most Democrats reversed course and approved a short-term spending resolution that will also restore funding for the Children’s Health Insurance Program, which Republicans allowed to expire last year. The deal—they hope—will also compel Senate Majority Leader Mitch McConnell (R-Ky.) to take up legislation that would protect Dreamers, undocumented immigrants brought to the country as children, from deportation.
