Kavanaugh believes in a strong executive and his penchant for presidential power could take greater importance if President Trump has to testify in the ongoing investigation into Russian interference in the 2016 election. The discussion occured in 1999, shortly after Kavanaugh was a member of Kenneth Starr's team that led to the impeachment of Bill Clinton.
