Judge calls girls, 13 and 14, 'aggressor' in sentencing 67-year-old man in sex abuse case

Leavenworth County District Judge Michael Gibbens made the suggestion in during the Kansas sentencing of Raymond Soden for soliciting a 13-year-old.
