California-based — and cult-followed — In-N-Out Burger this week submitted concept plans to build a drive-thru restaurant in Fort Collins. The third proposed In-N-Out for the state would sling burgers from 1700 S. College Ave., near Colorado State University and just south of Fort Collins’ Old Town.
