Cleveland County District Judge Jeff Virgin agreed with four former mayors that organizers of a petition drive did not give the public sufficient information when they gathered signatures for a vote. A group called BetterDeal4Norman wants to overturn a Norman City Council decision to continue financial support of the University North Park TIF District at a reduced level.
