KYIV, Ukraine — The fallout from the breach of a river dam along a frontline of Russia’s war in Ukraine continued to wreak havoc on lives, livelihoods and the environment on Wednesday. The dramatic rupture of the Kakhovka dam that upheld Ukraine’s largest reservoir began releasing a torrent of water a day earlier in areas where tens of thousands of people live along the Dnieper River.
