INDIANAPOLIS — Speaking before the American Legislative Exchange Council’s annual convention, Gov. Mike Pence offered a conservative vision of a limited and restrained federal government more in line with the policy-driven speeches of Paul Ryan than with the platform Donald Trump has articulated to date.As the crowd, mostly in business attire, dined on steaks and mashed potatoes and were served by gray-coated waiters, Pence extolled the work of state legislatures nationwide and promised that a Trump administration would return power to the states — a common refrain among conservative politicians, but one that has been largely absent from Trump’s own speeches.
