Harris County prosecutors would have allowed the 62-year-old constable to plead guilty to a class C misdemeanor, the lowest form of criminal infraction, and retire in exchange for dropping four felony indictments that include tampering with a public document and diverting money from his charity for his personal use. Lewis has said the East End constable hopes to convince jurors that poor record keeping should not eclipse his charitable work.
