Overall consumer prices in Houston fell 0.9 percent in January and February, thanks to lower prices for electricity and gasoline, the U.S. Bureau of Labor Statistics reported Tuesday. The January-February dip marked the second consecutive bimonthly decline of overall consumer prices in the Houston area, according to the bureau. The so-called core rate - which eliminates the volatile categories of energy and food - increased 0.4 percent during the first two months of the year.
