Martin Shain, the Seattle energy consultant accused of submitting forged documents in order to obtain nearly $12 million in Oregon taxpayer money for a solar power project, has gone on the attack. In newly filed motions, Shain claims the government's crafty tactics violated his Constitutional rights.
