A jury has acquitted a former San Francisco city employee of vehicular manslaughter in the death of a disabled Berkeley woman whose family reached a $2.87 million settlement with the city after she was struck while crossing the street in her wheelchair. Thu Phan was crossing Market Street on her way to work in February 2016 when James Harris, a Department of Public Health employee, crashed into her electric wheelchair while making a left turn from Seventh Street onto Market. “The circumstances surrounding this woman’s death are tragic, but we respect the jury’s decision,” Max Szabo, a spokesman for the district attorney’s office, said after Harris was acquitted Tuesday.
