U.S. District Judge Lynwood Smith ordered Ronald Sims, who was appointed to his federal receiver post in 2013, to step down amid performance concerns, according to a report from Fox 6. In April, Smith ordered an investigation into Sims and his running of the county's human resources department following complaints about his competency.
