HAVERSTRAW - NY Waterway resumed service between Haverstraw and the Metro-North Railroad station in Ossining Thursday but continued to substitute buses for ferries on its Newburgh-Beacon route. The Metro-North contractor said there was still too much ice in the Hudson River for ferries to operate between Newburgh and the train station in Beacon.
