The Fresno Bee reports (http://bit.ly/1MWnON3 ) that Clovis City Council members voted to increase awareness of conservation programs using the money from fines and reduce landscape watering to one day per week beginning Nov. 1. City officials say they are suspending the fines because they are less likely to be effective now that residents are reducing water use as temperatures drop.
