Highway Safety Grants Targeted To States Go Unused, Advocates Say

While Congress dithers over long-term funding for highway traffic safety programs, millions of dollars are going unspent, according to USA Today. The problem is that grants established through the fund two years ago have so many rules attached that few states can qualify, the paper reported.
