WASHINGTON (AP) — The House has passed a bill to authorize a 7 percent spending increase on intelligence agencies for the fiscal year that ends Sept. 30, 2016. A House fact sheet says the bill authorizes spending at a level that is 7 percent higher than the current year's enacted budget.
