The proposed legislation would implement all eight of the recommendations proposed by the county's Heroin and Opioid Addiction Task Force in September 2016, including the establishment of two Community Health Engagement Locations (CHELs), or safe injection sites, where users are allowed to consume heroin and other drugs without fear of arrest and under medical supervision.
