By Ben Felder Staff Writer bfelder@oklahoman.comEL RENO — Inside the back office of Ross Seed Company, past the aisles of tools, boots and garden hoses, Tom Ross sits at his desk looking over a stack of purchase orders while hoping the past year of low grain and hay prices will start to rebound. "When business is tough I can't just go out there and spend more money or raise prices — I have to find ways to cut," said Ross, owner of the 99-year-old store in downtown El Reno that sells a variety of home and ranch products, along with crop seeds to many of the farms in the area. When Ross reflects on the Oklahoma Legislature, which recently ended weeks of partisan debate over tax increases before hastily passing through a budget, he can only judge their performance through the eyes of a small business owner.
