Due to tax revenues in 2018 falling far short of budget projections, the city of Loveland announced some sudden changes Friday morning intended to help stabilize city budgets. City Manager Steve Adams sent a memo to all staff members announcing the cutbacks. The changes, effective immediately, will be: A hiring freeze on new positions, and on backfilling vacancies for any regular position with benefits.
