GOSHEN - A Middletown man has been indicted on three counts of second-degree unlawful surveillance, a felony, after officials say he used a cellphone to video-record an unsuspecting co-worker who was changing clothes in a kids’ store fitting room.Jose Munoz, 28, was arraigned on the charges Thursday in Orange County Court.
