FORT PIERCE, Fla. — This stretch of the Florida Atlantic coast is frequented by the delightful — and endangered — manatee, or sea cow. But 75 years ago, the biggest presence on the beaches of Fort Pierce were Navy SEALs — or, actually, their forerunners.
